Keyword Filter - block web content exceeding keyword threshold - Untangle NG Firewall

Add the ability to filter web content if it exceeds a keyword threshold. Admin can define keywords and assign a score.

Pulling in votes from Command Center Community, which had the same request as
Keyword Blocking in web filter: "Please add keyboard blocking in case I want to block some keywords in a URL. This option is great, and competitive products offer this feature"
